Job Description

Develop and implement procurement strategies, policies, and standard operating procedures (SOPs).
Manage the end-to-end procurement cycle, including planning, tendering, evaluation, contract management, and delivery.
Ensure compliance with organizational guidelines, donor regulations, and applicable laws.
Maintain and update the approved supplier/vendor database and ensure transparent selection processes.
Lead negotiations with suppliers to secure cost-effective and quality goods and services.
Review and approve purchase requisitions, bid documents, and contracts.
Coordinate with logistics, warehouse, and finance teams for smooth supply chain management.
Monitor procurement budgets, expenditures, and ensure value for money.
Build capacity of procurement staff and provide guidance on best practices.
Ensure procurement records are properly documented, archived, and easily retrievable for audits.
Prepare periodic procurement reports for management and donors.
Represent the organization in supplier meetings, donor reviews, and relevant coordination forums.

Requirements

Bachelor’s degree in Business Administration, Supply Chain Management, Logistics, or related field (Master’s preferred).
Minimum 5–7 years of progressively responsible experience in procurement and supply chain management, preferably in NGOs or international organizations.
Strong knowledge of procurement regulations of major donors (USAID, EU, UN, World Bank, etc.).
Proven experience in contract management, supplier negotiations, and compliance monitoring.
Excellent organizational, analytical, and problem-solving skills.
Strong leadership and team management abilities.
Proficiency in MS Office and procurement management systems/software.
Excellent communication and report-writing skills in English (local languages are an asset).
High level of integrity, accountability, and attention to detail.
