Lead the preparation, monitoring, and analysis of project budgets; ensure alignment with program objectives.
Strong knowledge of program expenditures tracking against budgets and provide regular variance analysis.
Ensure timely preparation of donor-specific financial reports in accordance with donor requirements.
Review and approve project-related financial transactions in line with internal controls.
Strong knowledge to track the financial performance of active grants against budgets.
Strong knowledge of monitoring grant spending, flag underspending or overspending, and advise program teams.
Support the Manager in reconciling grant reports with the general ledger.
Grant Compliance & Audit Readiness
Strong practical knowledge of donor compliance policies specially UN, European, WHO etc.
Ensure strict adherence to donor regulations, agreements, and organizational policies.
Maintain comprehensive financial records to facilitate internal and external audits.
Respond to audit queries and implement corrective actions as required, mitigating financial risk.
Ensure supporting documentation is organized and audit ready.
Collaboration & Capacity Building
Work with program team in the development of proposal and grant budgets.
Train and mentor project staff on financial management and donor compliance requirements.
Collaborate with cross-functional teams to optimize grant utilization and project efficiency.
Field visits for compliance and internal control purpose.
Cash Flow Management & Forecasting
Monitor project cash flows and anticipate funding requirements for the project.
Partner with the treasury team to ensure timely and accurate disbursement of donor funds to the regions.
Strong knowledge of forecasting based on actual expenditure.

Requirements
SPECIFICATIONS (MINIMUM REQUIREMENTS)
Education: Master’s degree or in Accounting, Finance.
Work Experience: More than 5 years
Skills:
Strong expertise in donor compliance requirements (USAID, UN, EU, WHO etc.).
Exceptional financial analysis and reporting skills; high attention to detail.
Strong problem-solving skills and ability to work under pressure to meet tight deadlines.
Excellent analytical, interpersonal and communication skills
Good in excel functions
Familiar with accounting software specially Dynamic 365
Fluency in English is required.
Strongly believe team work.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS).
